Yes, but if you read the original post, he was asking if he "should go with oversize bearings?"  I was simply replying according to that, but you are correct.

  The concept is true, but the sentence structure is wrong;
  If the crank needs to be ground, then you have to go to oversized bearings.
  Not the other way around. (ground crank necessitates OB's)
