Being low on gas, wouldn’t make the fuel in the filter cloudy and gray…

...that's most likely from the internals of the transfer pump.

I think your gas gauge is lying to you and you are running out of gas.

I think you are definetley on to something. When I swapped out my fuel
filter yesterday, the gas was cloudy and gray, which led me to believe
it was rust in the tank.
