But cheap and easy is better!

You may have a problem in your fuse box whereby the relay prongs are not making good contact with
the receptacles. 

Cheapass ideas: You might try tweaking the prongs on the relay (the one(s) taking the wires from
the steering column switch. I'm thinking a teensy bit of a twist, a tiny bend at the end, or
dog-ear a corner a little. Just enough for it to reach in there and touch the receptacle a little
better. Use a spare relay!
