Winner. It's a ground or lack of type problem.

Besides the grounding of the Steering Column (and there is one in the 
engine bay from steering rack to body), there is also a 'grounding rose' 
under the dash on the drivers (left hand) side that has a lot of those 
brown ground wires going to it.
