Any Ideas for rebuilding stock seatbelts?

My '75 Rabbit did not have 3 pt seat belts in the back.

  I am inclined to think that it will be available on, say, '80 up?  I am
guessing completely...  I hope someone can speak up that had a later one.
Oh, I think I remember someone saying all the American made Rabbits had the
gusset ready to accept the rear seatbelt, while the German ones did not.
