Loose steering wheel

the plastic ring is supposed to press-fit into the base of the tube and keep
the bearing in place.
of course it usually breaks from age/brittleness
i shoved mine back in and wrapped a few laps of tape around the tube,
stretching it in such a way that it held the plastic ring in place. it only
has to oppose gravity, as the bearing takes the radial forces.
