Cap'n,
Trying to extract the bolt while it is hot is counter-productive.
You must wait until everything cools down to put the wrench to it.....
It will work.

Here's a suggestion that might work. Try it without heating the bolt up. It
appears to me that heating the bolt is causing it to expand in the hole
"locking it into place". I think heat in this case is hampering your efforts.
