Many places have quotas. Jersey is probably the worst. You can drive like an absolute manic (the things I've seen make me refuse to drive there) until the last week or so of the month, then everyone drives normally and cops are nailing people left and right. Also, in small towns, tickets are a major source of revenue, so they're more likely to hand out a ticket than others. Still, getting a judge to lean to your side rather than the cops is next to impossible. In NY, the easy way to win is to get a few extensions and then go to court. The cop most likely won't be there and you'll get off. Most of the time.

Unfortunately this is not true. Most precincts have a required minimum number
of tickets they have to write per month... I live in OK, and I always see the
OHP more often at the end/beginning of each month... Why? $ is no.1,
especially since 911, we are still in a little bit of a recession, etc...
Oklahoma City went from approximately 60.00 for a 1-10 mile over the posted
speed limit, now that fee has almost double, 133.00 for the same offense..
Funny, I can't imagine why it is twice as dangerous to speed when revenues are
down... :-(..............
