Having recently been forced to make the same decision, I say get the
later 2.0 block.  I looked at it this way:

You have to rebuild the 1.8 litre and JH head to get a reliable fresh
engine.
 
OR

You could substitute a low mileage 2.0 block for the same price or less
than a rebuild on your 1.8 litre.  Same head, different bottom end.

If you get the 1.8 litre rebuilt, there is no performance increase.

The 2.0 litre's torque feels great in such a light car.

The 2.0 litre block is a decade newer, factory assembled, and if under
80k or so, has years of life left on it.

Using your original head (rebuilt) keeps the install from getting too
complicated.  CIS compensates for the increased displacement, so no fuel
management modifications are required... 

That was enough for me to decide to go with the 2L.  

As swaps go, it's quite easy, and many people have done it so there's
help out there if you need it...  Euro spec stuff might be a bit
different, so you might want to check on that, but if you need any more
info I'll be happy to let you know the details of my 2.0 ABA/JH swap and
the different options you can choose...
