Fuel delivery.

So folks, 
I need a little assistance w/ the racecar. the crappy CIS-E (88 16v stock 
fueling) has crapped out. and you know cars dont run on no gas. 
symptoms. The fuel pump turn-on is semi reliable (ie. voltage not getting 
to it all the time). When it does come on The fuel pump stays on and never 
turns off. I can hear the fuel flowing trought the system and never 
shutting off. So whats clogged and what can I do to fix it. 
the car will run a bit. but fuel delivery is never enough to rev it. 
even forced w/ the air flow plate.
