I don't believe this is a true statement. The Quaife has internal preload
and I would presume the Peloquin does also even without the 80% shim/spring
kit.
So, even with no load it takes some amount of torque to get the wheels to
turn at different speeds just due to this preload.
Of course as the traction increases the locking ability of the LSD also
increases due to the friction of the internal worm gears.
