4K RPM sucks!

My car fairly consistently feels like it's getting
less fuel at 4000 rpm... feels like a huge headwind
hits the car at this point. It happens in every
gear most of the time. If it doesn't happen in one
gear, it doesn't happen in any of the gears for that
shifting up time. But it might do it the next time I
stop and start going again. What gives?
