Patrick, you're missunderstanding what he's saying.

The headlights are early Bosch H1 units, on which the socket acts as the 
ground connection - hence you have positive leads that go directly into the 
bulbs, and one ground wire that attaches to the socket which grounds both 
the H1 bulb and the city light.

Why it's constantly on is beyond me - since it would have to do the same on 
your parking light. Unless of course there's something funky going on with 
the ground for some reason.
