Of course I agree that that part isn't going to do dick, but --
it's not that uncommon for "the engineers that designed the car" to do
things that hurt performance. Like leaning out the mixture under certain
conditions to save gas and reduce emissions, or intentionally adding
restrictors to the intake to improve low end torque.

Remember, they're not necessarily trying to tune the engine for power.
They're probably focusing a lot more on driveability, reliability, and
longevity.

Also sometimes it is cheaper to manufacture just one model of a product
and intentionally cripple some units in order to sell them at two
different prices. CPUs are (or used to be) one example of this.

I have this conspiracy theory that sometimes at gas stations that carry
87, 89 and 92 octane gas, the 89 and 92 are actually the same gas. Think
about it-- when that big truck comes to fill up the underground tanks, it
only has two big tanks on it. It seems like since fewer people buy the
higher grades of gas, and the two tanks on the big truck are the same
size, it would be cheaper/more efficient to just fill one tank with 87 and
one tank with 92 and sell the 92 at two different prices as 89 and 92.

After all, the octane rating at the pump is the "minimum octane".
