not necessarily, there are shots of a vert beetle, identical to the
Karmann made one (and not to be confused with the Hebmuller), at the
ground breaking ceremonies of the wolfsburg factory in 1938, whereas the
Kubel was 1941-1945 and the ghia was 1955-1973/4.
