Rick, the function of the FPR is to regulate system fuel pressure to a consistent, determined
value.
The excess fuel is disposed of in the most convenient manner. Given economical and safety
contraints, engineers chose (wisely, IMO) to return the fuel to the tank (vs. just dumping it on
the ground).
