FTP Server
I think the problem is on the client side
I think the client (ftpclient) is behind a NAT table ....
if you are using linux to route/connect you can use /sbin/ip_nat_ftp
if ti works then add it on your /etc/rc.d/rc.local to enable the FTP
If you are using another device to connect to the internet check your user
manual
Also you might try to check your firewall settings cause ftp doesn't use
port 21 only
