(Non-Scirocco): Cabbie Reverse Lights

So the back-up lights on the cabriolet don't work.  It is an '88 with no upshift light.  Here's what i've done and checked so far:

-Bulbs are good
-Fuse is good
-Replaced back-up lights switch with a used one, and a brand new one, and still nothing
-gettting over 12V at the fuse
-getting over 12V at the switch
-getting nothing at the bulbs

Is this just a wiring problem between the switch and the lights, or is there something I'm missing?  TIA!
