CISe system q's [Potentiometer]

I just looked it up in the Bosch manual last night.  According to the 
manual, it indeed only works with a cold engine. Mine made a hugely 
noticeable difference when unplugged with a totally warm engine.  I think 
VW might have changed the programming to make use of the potentiometer all 
the time.

But anyway, according to the Bosch book, it's coolant temperature 
dependent, so the length of time would vary based on how quickly the engine 
warmed up.
