adjusting Ignition timing

Not really sure what you mean, but i'll try to answer anyway:  I wouldn't go by the cam sprocket gear.  I put new cams in, and when the cams are at TDC, the sprocket mark is back by a few degrees as you are saying.  And each tooth is 9 degrees, so you'd probably notice if if was off by that much.

Really, you can't go by the position of the distributor, although the end of the adjustment range doesn't seem right...
Best bet, Julie, is to go by the flywheel timing mark.  At idle (and warm), the light should go on as the big V mark on the flywheel passes by, indicating 6 degrees advance.
