Being screwed by the police

If I were you, I'd flip through the phonebook and find one of those accident lawyers that gives a free counciltation (sp?) and go from there. Accident lawyers are usually aggressive and know the laws for that area inside and out, including loopholes from what I've seen. I know the drainage holes you're speaking of, the Taconic Parkway in NY has tons of them. Glad your friend is ok.
