What offset do I need for 17x7.5 wheels to fit on 16v.

35mm on a 17x7.5 should be the ticket.  I know of a few using 40mm but
they had to use spacers to keep the tire off the rear spring (Sean
Porter and Paul Maione).  I think you can get away with 40mm on the
front, but only if you dont have negative camber.
