tec 2 problem

I have tec 2 version one and when I have a BIN file loaded into the laptop I'm getting a reading of 117-120Kpa at idle. yet when I don't have a BIN file loaded in to the laptop and I'm just reading off the tec 2 I'm getting a reading of 30-40Kpa. I wanted to know why is this? 
I'm currently turbo and I'm trying to tune the tec 2 for boost and it harder to turn with the two different readings.
