Can U.K. Euro lights be modified to have correct light pattern?

The beam pattern is reversed, instead of shining high on the pavement
(sidewalk?) the dip beams will shine high in the centre of the road and
blind oncoming traffic.
You could put tape on the lenses like us in the UK do when we drive in
mainland Europe but that will reduce the light output.
