What's the deal with the missing taillight bulbs on US roccs?

I noticed that the taillight bulb holder has a spot for another bulb, but the lens doesn't have a hole cut-out for it... it says USA on the plastic block-off piece instead.  So I cut it out, and put a bulb in, and now I have more taillight power.  So why wasn't this from the factory?  Stupid US light regulations perhaps?
