16v timing belt difficulties

Thanks, I think my #4 is at TDC instead, my mistake. I will try and just put
the new belt on how it sits. How can I tell after if the timing is out from
just rotating the engine? Do I check the top timing mark, as well as the
mark on the plastic cover and see if they both line up?
thanks for the help, and BTW I bought a Rabbit pickup with this engine in it,
so I do not own a scirocco, I just have the engine. I would like one some
day, they are one of the classiest VW's in my opinion.
