8V valve timing question-

I removed the head on my 1.8JH(to drill out a broken exhaust stud). Anyway, with the cam timing mark on the back of the sprocket aligned just above the valve cover mating surface(to compensate for the cover not being there, you're supposed to line it up there right?), the #2 exhaust and #3 intake valves are open about a quarter of an inch. I thought at TDC all valves should be closed(?)-
