Horn beeps when I turn my Steering Wheel

Yes.  there are 3 screws that hold the steering lockplate in
place.  Vibration makes them back out, then they short against the contact
on the back of the steering wheel and honk hte horn.  Metal objects (keys,
paperclips, etc) can fall back there and have the same effect.
