Key problems!!! any clues???

I got in my in my car this morning and started up the car, as usually it 
runs a minute and sputters out (always happens when is chilly out), it 
always runs on the second start, so half staring the car half lighting a 
cig, I turn the key and nothing!!! the lights in the dash are blinking and I 
can hear the fuel pump kick. So i try again and still nothing, except now it 
seems the Key is not turning to the "start" position. I run over to the 
cabby and feel how the its key turns and it is clear the Roc's key is not 
turning past the "run" position to "start" is it fragged? can it be 
repaired? or do i need to replace the would ignition lock cylinder?  
Percussive maintenance failed to produce any change in the situation, lol.
