I'd guess that that brand new thermostat does not have a hole in it and it's
working a little too well. You see the part that opens the thermostat is
probably in air and will not come up to opening temp. That's what putting a
small hole in it will do, let the air out so it's in the hot water and will
open.
At least that is my understanding of this. List am I right?
