what's on those velocity stacks?

That is both a heat shield and most likely the mounting point for an

Hey, somebody help me out with this. You see the flat area that surronds
the tops of the velocity stacks? What does purpose does that serve? Is
it a heat barrier? -a means to attach the air filter, perhaps? It was
also on that orange t-body equipped Rabbit in the video the other day.
