16v Down Pipe Heat shield

With my catr being a MK1 am I lacking something necessary to mount this
piece. I'm talking about the yellowish colored U shaped piece that has 2
holes for long bolts to go all the way through.  Do I really need to keep
it?   I cant see how it would go on there.  Just trying to protect my ox
sensor wire and stuff...
