noisy 16V instrument cluster

it makes noise when the cable itself is binding/about to go (and also fluctuates the speedo needle at low speed).

  Lately i have a noise coming from the cluster.It's speed dependant so i suspected a bad speedo gear. Today i took the cluster out, but the little red gear seems fine, it has no play, I put some lubricant in it, changed the bulbs. the noise is still there. Any tips?
