noisy 16V instrument cluster

It's the input on from the speedo cable.  I'm not sure if it'd be the actual 
input in the speedo, or the plastic square shaped connector that plugs into 
it, but it's one of the two that need oil.  I would suspect it's the input 
inside the speedo.
