Yes, I noticed some(if not all) aftermarket ones come
like that.  I just got one off ebay this weekend and can't
see any holes in the pic.  Not a bad deal either- $9.99.
Now that is the second MkI fender I've bought on ebay
at that price; too bad one's a pre '78 and the other post
'78.
