OT: fledgling future website developer Needs web software

well on this subject for one who has managed to make it this far and never
touch a website where can I find a good HTML web authoring program for
windows

on a scirocco note I managed to get my transmission back in and it should be
off the jack stands where it has been for months and back on the ground
tomorrow.  Now if I could only get the top end of the engine back together.
And I will be getting it re-registered today

any time now!!!!
