[tech]: how to check an o2 sensor?

noticed that there's no fluctuation on my 16v's dpr current. figured it's
the o2 sensor, bought the ford one, spliced it in today. still right at 8 ma
with no fluctuation. i grounded the end from the ecu and the current
increased to 20 ma like it's supposed to, which i think means the ecu is
responding correctly. i'm thinking either the new sensor is bad also, or i
somehow ended up with a bad solder joint (looked ok though). how can i
check the o2 sensor directly? i tried to get a voltage from the black wire,
but there wasn't any. should there be? iirc, there should be a voltage
signal from that wire telling the ecu the mixture. am i doing it right, or
is there another way to check it?
tia,
