rough idle and hesitation

in my 1987 16v the idle is lopey.  one second it drops low and starts 
sputtering, then it tries to correct itself by increasing the idle but it 
revs too high.  when i try to push the gas the engine sputters like its 
gonna die, but if i tap it really gently and give it a second and then give 
it gas it will accelerate. what could be wrong?
