Taps and dies are used for creating threads.  Taps create threads in
holes, and dies work on shafts.  They're also used for cleaning and
renewing threads.  A common "good practice" is to run a tap into every
threaded hole on an engine block during a rebuild.

If you've not used them before and wish to, be sure that you have the
correct diameter hole before tapping it.  Don't apply excessive force,
as these are hard but brittle steel and will break.  *Use oil*.  Run a
tap in maybe a 1/4 rotation, then back it out a little to break the
chip, then continue, working to form the threads.  It's fa "feel"
thing.
