cluster has been violated

it is my recolection that the 87 16v had teh 140MPH clusters, guess he
wanted to go faster :)
you can find any of those Jetta/Scirocco/Golf Clusters at  yard and swap the
electrical "membrane" for a better one.
He probably hot wired it because it has cracks in it and nothign worked
before. As for the speedo/Odometer not working those are seperate issues.
The speedo cable is properly working? the odometer could be simply the gear
that is snapped (very common).
The lights (cluster lights?) are available from deal for a few dollars, if
you are talking about the shifting led. to restore it you would have to have
a new "membrane and have the plate behind the led for it to work once again
(wiring part of the mesh plugs that connect to the cluster.)

I have taken the cluster apart before to repair the odometer and change the
color of the lights in my cluster some pictures in there might help you out
in your search for a functional cluster.
