A call to the electrical engineers of the list

Hey guys, 

I am in need of a simple device for my NOS setup, and I don't want to
spend big bucks on a NOS controller.  What I want is an RPM sensing switch
that will only turn on at or above a certain RPM.  How hard/expensive is
this to build, and anyone willing to design something for me?
