170 HP?

A race ported solid lifter head with a pretty wild cam on a 12:1 ABA block
running a decent engine managment system would get you in the neighborhood
of 170 at the crank.  Streetable...no.  But with all the time and money in
that, you could have a killer 2.1 16V with 30hp more.

A chipped OBD1 ABA street port with a 272ish cam and a regular 10:1 block
would get about 145 at the crank...that would be streetable.  And would be
damn fun in my MK1, I must say.
