painting je designs v8 grill

i am getting psycho's grill ready for paint, but no matter how much i sand 
it i can't get the primer to stick. i noticed at cincy this year some others 
rocco's with the grill and a few of them had paint peeling trouble too. 
anybody no the correct procedure to get paint stuck on this grill? i really 
don't want to have a piece that's going to need to be painted every other 
month. tia
