Hot Air from Center Vent

I&#8217;m getting hot air from my center vent so I pulled 
my heater valve.  Sure enough I can blow air through it in 
the closed position.  This heater valve is only a year 
old.  I&#8217;m beginning to believe that it was designed 
to let a little coolant through all the time.  Can anyone 
confirm this?  Should I be looking at a valve in an air 
duct instead?
