OT, please help me figure this out

 to be a bunch of things i can't do online, one of them is use java based
chat programs . the screen will come up but no chat messages. i also cannot
view certain pages, like Dirks. i have tried to see dirls page with internet
explorer, and netscape. with explorer i just get a message "page cannot be
displayed" with nestscape i get a message "the connection was refused when
attempting to contact www.scirocco2.de" anyone know what might be going
on????
any help is greatly appreciated!!!!!!1
