Sorry to hear about the fire, happened to me with a Rabbit about 10 yrs 
ago...what a mess.
I did get it all sorted out eventually and the car ran like a top for years.
Are there any wrecking yards (pick your own part type) that you could 
salvage some of this stuff from?
You could basically scavange from any A1 VW and shouldn't cost much over 
$200 (based on my local prices).
You can sometimes even get a decent battery from them.
It will not be an easy task, but not impossible.
If you can't find this stuff locally and need it to get rolling again I can 
probably go through the CA yards and find everything for you if you give me 
a list or some good pics of the engine bay. Shipping should be reasonable 
since most of this stuff is fairly light.
