What's this vacuum line?

So what would happen if I broke the nipple for the vacuum line off the black box in the firewall? Would my heat or AC malfunction? Or both? Of course, I also snapped it off at the intake manifold, too (I'm good like that), so I don't know if it's repairable...
Hmmm, how does one repair a broken off vacuum line? Should I just use a smaller plastic connector-piece thingy (like a vacuum T, only two sided)?
