dumb question: what's a FLAPS?

I've never heard of a flaps (being a store)

I always thought it was an acronym for

Friendly
Local
Auto
Parts
Store

being anything, like a pepboys, or a napa, or whatever in your area sells 
normal, easy to find car stuff. Like you go to a FLAPS for a set of Bosch 
plugs, not a complete TT race exhaust for your Rocco.
