Starter problems making me crazy

I have a starter that will not shut off sometimes. Its the second one I tried so I am thinking that its not the starter. It keeps spinning but as it spins its not engaging the flywheel. I posted this on vortex and a fellow rocco owner mentioned that maybe its the pos cable. Any other ideas for things I can troubleshoot?
