Has anyone ever taken the CIS boots off a Jetta 16v GLi(the ones with the plastic pipe in between), and modded them say with an ABD 3" tube? I think this would work to increase airflow to the TB. Yes and I know the TB is on the opposite side.
LMK what you think and if it is worth it I may try it on my 16v.

I couldn't tell you, I built the car like that, i.e. it never had the stock setup... I went to a 3.94:1 final gearset and a lighter chassis at the same time, so I can't make a fair judgement.
I did the Power pipe install on my '83 GTI and it seemed to help a little at high rpms, 5500 and above, but that's based solely on the butt dyno.
The A2 throttle body rubber boot, with the 45º angle, also fits the Scirocco 16V air box inlet. It's perfect for connecting a pipe to the air box, and doing away with the stock air inlet assembly.

I don't know how much more air flows, but I like being able to use the cheaper and readily available 8V air bellows.

The ISV now runs off of the air box.
